Bislang musste die Umsatzsteuer bei grenzüberschreitenden Lieferungen am Leistungsort – also in Deutschland – abgeführt werden. Erst ab einem Umsatz von 35.000,-€ in einem anderen EU-Staat (Niederlande und Luxemburg 100.000,-€) entstand die Umsatzsteuerpflicht im Land des Warenempfängers. In diesem Fall musste die Rechnung für einen Kunden in Frankreich mit 20% Umsatzsteuer ausgestellt werden, die Umsatzsteuer war in Frankreich abzuführen. Dieses Verfahren wurde nunmehr durch ein europäisches Lieferschwellenkonzept abgelöst. Es gilt jetzt eine Lieferschwelle für alle EU-Auslandsumsätze von 10.000</ins>,<ins style="font-weight: bold; text-decoration: none;">-€ (nicht mehr pro Land</ins>!<ins style="font-weight: bold; text-decoration: none;">).
